City Park West Neighborhood Watch — July 2026 Monthly Recap

Summary

  • July was a quiet month for direct safety incidents in City Park West itself. Most Nextdoor-flagged items (Cherry Creek Reservoir drownings, a SE Denver nightclub shooting, a car-vandalism teaser, a "waitress" post) were citywide or other-neighborhood stories with no confirmed City Park West nexus.
  • DPD District 2 announced National Night Out — Tuesday, August 4th, 6–8pm, at City Park Pavilion (2001 Steele St), with first responder vehicles, K-9s, a climbing wall, and free food. Worth a final push to residents ahead of the date.
  • An HOA thread for 1532 High St (immediately adjacent to The Gathering Place) documented repeated unauthorized use of an exterior water spigot — filling containers and bathing — tied to increased foot traffic from TGP, plus a prior flooding incident. The board approved a lockbox and repairs.
  • East Colfax BRT construction continued to affect the corridor: overnight milling (July 12–13, Broadway–Sherman) and rolling daytime intersection closures (July 14–22, Sherman–Race).

Safety Incidents

DPD Crime Prevention Tune-Up & Giveaway — Carla Madison Rec Center (July 2)

DPD District 2, Denver Park Rangers, Carla Madison Rec, and City Council District 10 co-hosted a crime-prevention event with free ice cream, steering-wheel locks, AirTag/DenverTrack registration, and 529 Garage bike registration with a free QR decal. A good touchpoint for future promotion — worth flagging the next occurrence to residents earlier in the month.

Water Spigot Misuse / TGP-Adjacent Property Impact — 1532 High St (July 9–12)

An HOA board member reported that increased foot traffic from The Gathering Place across the street has repeatedly driven people to an unlocked exterior water spigot at 1532 High St to fill containers and bathe. A prior incident where someone left the spigot running caused a flooded basement. The board approved installing a security lockbox (Work Order #12230) plus related entryway drywall/light-fixture and stucco repairs; a vendor (Indispensable Services) was engaged as of July 10. This is HOA maintenance business, not a DPD case, but it's a concrete, dated data point on how TGP-adjacent foot traffic is affecting the block.

Citywide Nextdoor Items (no confirmed City Park West nexus)

  • Two Nextdoor-surfaced fatalities at Cherry Creek Reservoir (paddleboarding, July 4; inflatable raft, July 16) — outside City Park West.
  • A shooting at a southeast Denver nightclub (1 killed, 8 injured, reported July 20) — outside City Park West.
  • A car-vandalism teaser (July 16) and a generic "waitress" post teaser (July 21) — algorithmic Nextdoor digest headlines with no body detail and no confirmed neighborhood tie; flagging only in case residents raise them directly.

East Colfax BRT Construction Impacts

  • Overnight mill-and-overlay, July 12–13: East Colfax Ave, Broadway to Sherman St, 7pm–5am each night; detours in place, RTD 15/15L maintained.
  • Rolling intersection closures, July 14–22: East Colfax Ave, Sherman St to Race St, 7am–7pm daily (milling July 14–18, paving/overlay July 20–22); through traffic maintained, side-street turns restricted, detour via 14th/16th Ave.
  • July monthly update (July 24): New tree plantings announced for Colfax Ave as part of the project.

Trash-Scavenging Incident, Condo Building (July 18)

A resident reported that a condo building's trash bins had been rummaged through overnight and reported it to 311. A Neighborhood Watch member spoke directly with the person doing the scavenging and asked him to put items back; by evening the area had been cleaned up.

Recurring Loose-Dog Traffic Hazard — High St (July 19–20)

A small dog was seen roaming loose near High St and 16th Ave, prompting resident concern; it has reportedly nearly been hit by cars on multiple occasions. Residents identified the dog as belonging to a nearby address and said the owner has been notified more than once without a lasting fix, and it periodically returns home on its own. Residents suggested a formal animal-control report given the repeat near-misses and unresponsive owner.

DPD Officer of the Month Vote (July 23)

Three officer/team nominations circulated for community vote (deadline July 31): a human-trafficking response on East Colfax Ave; an auto-theft recovery and foot pursuit on N. Downing St; and an armed-suspect arrest on Larimer St. Not City Park West-specific, but a recurring District 2 engagement touchpoint worth noting.

Colorado Black Arts Festival — City Park West (July 10–12)

40th annual festival held in City Park West with three performance stages, 80+ vendors, and a beer garden. No incident reports surfaced tied to the event, but the increased foot traffic/parking load is worth flagging as context if any resident complaints come in late.

Alley Trash Dumping & Open-Flame Incident — Race/High Alley (July 29)

A resident cleaned up scattered trash in the Race/High alley, only to find it dumped again overnight. Separately, a resident reported encountering someone attempting to light material on fire in the alley during drought conditions and asked them to stop; the individual claimed to have cleaned the alley earlier in the day, after which another person pulled the trash back out. Consistent with the recurring alley-disorder pattern noted in prior months' recaps.

Resident Observations and Themes

Resident-facing communications this month came from daily Gmail/Nextdoor digests and the "High and Race St Safety" WhatsApp group. Observed themes:

  • TGP-adjacent property impact remains a recurring, dated theme. The spigot-misuse incident at 1532 High St echoes prior months' concerns about foot traffic and property strain near The Gathering Place — a concrete, dated example that has previously supported DPD asks.
  • Alley disorder continues at a low but steady grade. Trash dumping in the Race/High alley recurred within the same day it was cleaned, and a resident intervened to stop someone attempting to light material on fire amid drought conditions (July 29) — consistent with the pattern flagged in prior months.
  • Day-to-day resident reports skew toward lower-level property and alley disorder rather than major incidents. The WhatsApp export showed a DPD safety giveaway at Carla Madison Rec Center (July 2), a same-day-resolved trash-scavenging incident (July 18), and open drug paraphernalia observed near the alley disorder discussion (July 19) — useful context for calibrating the group's day-to-day traffic against DPD's own bulletins.
  • An animal-control gap surfaced. A loose dog with a known but unresponsive owner caused repeat near-miss vehicle incidents on High St (July 19–20); residents want a formal animal-control reporting path.
  • Corridor construction (East Colfax BRT) continues to roll through the neighborhood, with overlapping night and day work windows in July — residents should be kept informed, especially since a similar June notice was later corrected from night to day work.
  • Mutual aid remains active. Neighbors coordinated informally on porch-piracy prevention, including holding a package for a traveling household.
  • The distribution boundary question is now open. In a Gmail exchange (July 1–3), a neighboring business (Scott, Dauphine Hotel) asked whether the newsletter's coverage should extend toward Vine St, and asked to join the distribution list. Paula clarified that resident reports come in exclusively via the WhatsApp group and agreed to add Scott to this month's distribution — the boundary question itself should be resolved before it recurs again.

Specific Asks of DPD

  1. Carried forward from June, still no update received:
    • Case 26-0800079 (TGP stabbing, May 14) — status/charges update.
    • Improved 911/311 response in the CPW/Race/High corridor.
    • Dedicated patrol of the Race St./High St. alley.
    • TGP alcove enforcement follow-up.
    • Clarity on enforcement activity at the 1900 block of E. 16th Ave.
    • Video evidence submission process for resident-collected footage.
    • No-trespassing agreement distribution to relevant TGP-area locations.
  2. New this month: Any DPD visibility into whether TGP-adjacent property impacts (e.g., the 1532 High St spigot situation) are part of a broader pattern DPD is already tracking, or whether this is the kind of incident residents should be reporting directly.
  3. New from resident reports (WhatsApp), July:
    • Guidance on the correct animal-control channel for a repeat-offender loose dog posing a traffic hazard on High St, given an unresponsive owner.
    • Any enforcement or outreach option for repeated alley trash-dumping and, now, open-flame incidents in the Race/High alley given current drought/fire-risk conditions.

Watch Group Next Steps

  • Confirm Scott (Dauphine Hotel) is added to the distribution list and decide whether the newsletter boundary should formally extend toward Vine St/Gilpin.
  • Push a final reminder to residents ahead of National Night Out, Tuesday August 4, 6–8pm, City Park Pavilion.
